The tangent tool is no different for any curve as far as I know.
Select the line tool, take a point on the conic away from the tangent area, hover the cursor over the conic, click and drag and as you do so the words "tangent" will appear and as you move the cursor (left in your case) the tangent line will drag along the curve and when your happy you click again, and the tangential line is drawn.
I think I misunderstood your post slightly in my above response, but it seems you want the tangent to start from a specific intersection point?
If you create an intersection point and zoom in that area and with the line tool selected, slowly move the cursor to create a tangent at the intersect point, cursor reports "on" "on" "intersect" as you drag.

EDIT That didn't seem to work as well as I wanted,so I eventually drew a short line from the intersection and traced onto the conic. Then I drew a second line that was tangential to the short line...best I could do. :)
