Is it possible to create 3d Faces in ViaCad 2d/3d V9?

Sure, probably the most direct way is a cover surface created from a profile, a closed curve(s), polygon or composite shape.

Closed curves, Is that in 2d or 3d? I am trying to shape using 3d ovals, circles polygons etc. Is this what you meant? I am trying to figure how to shape the ovals and circles into say a nose. Is there a way to shape ovals into say a nose/nostrils ?

You can create a Bezier or spline to the shape you want, editing another is very indirect. Those curves can be drawn with their endpoints joined, or you can leave them open and draw a line or another curve between the endpoints to enclose the area you want as a cover surface. You stated "3d face", which isn't very clear. Do you mean a shape on a flat plane, which can be anywhere in space, do you mean a facet of a mesh, or something like a domed surface?
