I want to import a png. image and make it into a solid. I have a material of 3"x3"x1.5" and I want to place the image on the top of the solid and than machine that image out of my 3"x3"x1.5" stock. Am I able to do this in VIACAD 2d/3d v9?

You need a vector to import. illustrator, dxf, and I think svg. You can trace over the png in vc, Illustrator is a bit easier to use depending on image.
