bilateral toolbar tear-off (#4295)

I'm using Shark on a windows tab, and the toolbar tear-off is an excellent answer to one-finger access. But one thing that's different to laptops and desktops is that I find myself frequently swinging the toolbar pallet from side to side across the screen as needed, and it's spending more time on the RH side of the screen. Which isn't a problem of itself, except that the toolbars can only be torn off from left-to-right, so the pallet has to be on the left of the screen to do so. Just a little UI glitch to think about if more people start using tabs in this way.
