Shapeways has consistently been the most cost effective solution for me. Ponoko is really close, and both have similar material offerings. Of course, the additional offering of the sheet, laser-cut material and SparkFun electronics makes Ponoko a one-stop shop for some people.
I want to justify ordering from the next tier up, but haven't had the need yet.
Of course, it's good to check with local colleges to see what they have on hand. I've been able to give students some work and get really inexpensive parts.
