When drawing a line that runs close to the x- or y-axis, the snap point is not used; instead, the line is drawn parallel to the x- or y-axis. I cannot work this way.I am going back to V 9.

Yes, it is an issue.
It can generate mistakes.
In some cases we can solve it by zooming.
