I currently have VC 2D/3D V9. If I upgrade to V10 or Pro can I transfer my custom toolbars?

1. Install The new Program
2. Go to the folder: C:\Users\yourusername\AppData\Local\Punch!\
3. Copy the config files from the Folder for VC9 to the Folder for VC10.

Maybe this works only after you have already changed some settings in the fresh installation. But it should work. I moved the settings also between Shark Cad and Shark Cad Pro, but when making this is a renaming of some config files necessary.

Try copying:

VC3Prefs.ini to VCPPrefs.ini
VC3Dialogs.ini to VCPDialogs.ini

if you have shortcuts...
VC3Shortcuts.ini to VCPShortcuts.ini

But "PalletPos.sys" seems to be a Windows 10 file or folder.

I'd try copying it to ...Library/Application Support/com.encore.viacadprov11esd if that existed.

Any ideas as to where VCPro11 Application Support would be?
