Does the Power Pack contain a better, more powerful, fillet capability? Shark Pro seems to lack some really basic rad power.

You may have to upload your example or send it to support However, I suspect that you can probably resolve it by turning off 'Auto-chaining' (in the blend tool options) and shift selecting the edges you wish to blend ... possibly in different orders Jol

I stand corrected. Thanks UGMENTALCASE and Jolyon for the guidance, as I did get the rads to go in. Mr. Shark labored for quite some time resolving the rads...but eventually they appeared.
Thanks UGMENTALCASE for suggesting Option/Feature Interaction.
And thanks Jol for suggesting looking at Options/Automatic Chain Select of Shared edges.
It was the combination of these two that made the rads resolve.
