Positioning objects accurately

In ViaCad 2d/3d how do you precisely locate objects on a drawing? For example: I draw a rectangle that will be a mounting plate. Simple enough. Now I want to place a hole with a center 4 mm from the top edge of the plate and 4mm from the side of the plate. How do you do this? Thanks

hi, here is one possible way:
create construction lines (see pictures)
