Please, please could someone give this tool the tlc that it desperately needs. Choosing reorder from the context sensitive menu and then clicking hopefully where you want something to go only to find that you didn't hit the exact pixel that this tool demands is an exercise in torture and patience.

How about a drag and drop interface, or even be consistent with the layers interface and allow you to move up and down from the menu.
