Is there a way to "duplicate" a layer rather than create new layer and copy-paste to it? If not, it would be nice to have this.

No, but good idea! We could add a right click "Duplicate" on the layer name.

I asked for this a while back. If you do implement it you need to add the option to duplicate with or without history.
