                I'm trying to make a smaller countersunk hole within a larger diameter countersunk hole. The manual is not much help, and I've tried making the longer, small diameter hole first, followed up with the shorter, larger diameter hole, and vice versa, but no go, weird things continue to happen.
Here is my test file...
Countersink within countersink In this particular file, you can see that I created the larger one first. At the bottom of that hole, I'd like to create a smaller countersunk hole, with the same 118° drill point, going deeper into the solid, any (non-through hole) depth. 
Is there a specific order I need to use to make this?

                Hi Dan
Hole features are tied to a face. From the face it extracts a normal and location to align/position the hole.  If you have added a drill point, there is not an uniquely defined normal/face at the point.
If you don't need the drill point on the first countersink, you can add a second countersink to the bottom face as shown in the attached image.

                hi,
you could try a workaround: construct two "pins" (the larger and the smaller) with desired dimensions as two solids. then you can subtract the pins from your block. see figure and example file
