                has anyone figured out how to use the "
Guide Cover Surface " tool starting with a concave curve/perimeter??  the perimeter is closed and the guide curve is coincident on both ends.....
see attached example.   should I be attempting to use a different tool?
if concave curves/perimeters are just a "problem" for the current tool set,  I suggest that getting concave curve/perimeter functionality/capability needs to be added to the "to do" list of enhancement !!!

                The problem of surface modeling interests me for a long time. I came to the conclusion that the Shark/VC works well only with simple shapes. 
Guide Cover Tool  works well with open and closed curves. But the curves must be symmetrical, have few points, the angle between U/V curves is not more than 45°. Any deviations lead to unpredictable results.
Unfortunately, all of the above also applies to solid modeling. All solid utilities(blending, shelling, bending etc...) work well only with simple objects. Perhaps it is normal for industrial produkt modeling. I do not know. But for concepting, sketching and prototyping it is a real problem.

                My favorite alternative method for similar tasks is Net Surface Tool. Although this tool is also very limited.
By the way, I express only my point of view. More experienced and advanced users can have a more qualified solution.

                Cover surfaces do some some limits regarding the input curves.  The boundary curves need to be connected and plane projectable (the guides need to project within the boundary curves).  Below is a link to a video and PDF overview describing some of the functionality for Cover with Guides.

Nice. I just do not understand. Is it good or bad? Your video demonstrates a few primitive examples. As advertising it works well. It would be nice to notify users in advance about some limitations of this tool. 
I do not understand also why is 
Spline Surface  needed if it does not work in most cases. Although this theme deserves a separate topic. Spline Surface has a lot of absurdities too.

thanks for posting the Advanced Covering section of the documentation.  a "cover-to-cover" read of the material confirmed I was at least using the correct approach;  closed perimeter with no gaps (trailing edge closed with an arc tangent to both splines from AeroPack and verified with PowerPack) and a guide curve that falls within the projected outline of the cover perimeter.......  the "Cover Surface" tool (ie: without the guide curve) produces a surface so I concluded the perimeter on the curious concave surface wasn't the problem!  grasping for straws,  I switched to the "Loft Guide Surface" tool and obtained a non-solution which was viewed as 
major progress  from the cryptic error message produced by the "Cover Guide Surface" tool!!  based on the convoluted shape of the non-solution surface produced by the "Loft Guide Surface" tool I guessed SharkCAD Pro thought the opportunity was over constrained......  after splitting both the perimeter curve and the guide curve,  the "Loft Guide Surface" tool produced surfaces consistent with my expectations given the inputs!!  unlike the math I struggled with decades ago,  SharkCAD Pro appears to like working half the opportunity at a time and does 
NOT  appreciate symmetric boundary conditions.  see attached image.
