Here is a dilemma. I don't know if there is a way around this or not. Using the shark pro beta, I rotated the bottom view 180 degrees to get a mirrored view of the handrail. When I started dimensioning in the view, the dimension text was also upside down. I would think the dimensions should always stay right side up or there should be a way to rotate the text.

Dimension text direction is determined by the workplane x-axis y-axis.

I messed with the work plane, and it did not work very smoothly until I flipped the workplanes around differently before using the model to sheet, and the dimensions finally showed correctly. After playing with this, I do think that if you for some odd reason wanted to show a particular object upside down that you would run into trouble getting the workplanes to work so that the dimensions would be right side up. I am not sure that anyone would ever really need this though.
