Is there a way to create a new drawing without using the model to sheet function?

In other words, create a sheet without any views.

You can create a new layer and drag one of the title block templates from concept explorer symbols in and then add geometry or single draw views. Is this what you mean are are you looking for something else?

Sure, I don't want to use the model to sheet function. I want to create my drawings from scratch...
