Is this missing from the regular ViaCAD? Seems strange that you could do this with 3D entities but not 2D entities. Or, is it just missing from my toolbar somehow???

You could try the standard trim tool but depending on the geometry this could be a lengthy job, a good alternative would be region trim found in the same palette?. Remember you can use Shift to sel/desel geometry ;) Good luck.
