If I am using the "split solid with surface" tool and I select a solid by mistake I simply get the dreaded "spinning wheel" Should not this tool only allow a surface to be selected instead?

Is this a bug or a feature?

I think it is a feature, because it actually works with solids.
(solids can be seen as a bunch of joined surfaces that form a closed entity)

Probably the solid you used for splitting was fairly complex, hence the spinning wheel. With a little patience it should work though...

And I agree that the prompt "select surface for splitting solid" is not totally consistent to how the tool actually works.
